EU-style EPACs (electrically power-assisted cycles) with a 250 W continuous motor that cuts assistance at 25 km/h and provides assistance only while pedalling are legally bicycles in Spain. They follow the rules in this guide. Anything faster — speed-pedelecs, throttle-controlled e-bikes, S-pedelecs — becomes a moped (ciclomotor) and needs matriculation, insurance, an L-class licence and a moped helmet. Most Mallorca rental fleets are 25 km/h EPACs; confirm with the rental shop before booking if you plan to bring your own.

Helmet requirements for cyclists in Mallorca
On interurban roads a helmet is compulsory. Three narrow exemptions — long climbs, extreme heat, accredited medical reasons — still apply until 30 September 2026 and disappear on 1 October 2026. In town, only riders under 16.
