Changes from 1 October 2026
Real Decreto 518/2026 was approved in the Council of Ministers on 23 June 2026, is dated 24 June 2026 and was published in the BOE on 26 June 2026 — but it takes effect on 1 October 2026. Nothing in this section is enforceable before that date.
Helmet exemptions on interurban roads
Interurban roads
Until 30 September 2026Three exemptions still stand: prolonged ascending ramps, extreme heat and accredited medical reasons.
From 1 October 2026The exemptions disappear. Every cyclist needs a certified helmet on interurban roads — no exception for a long climb and none for heat.
Helmet and reflective vest for professional riders
All roads
Until 30 September 2026No equivalent rule exists today — this is a new duty.
From 1 October 2026Anyone using a bicycle professionally — delivery riders above all — must wear a helmet and a reflective vest at all times. The reform itself classifies this as an infracción grave carrying €200.
How a driver must overtake you
Interurban roads
Until 30 September 2026At least 1.5 metres of lateral space.
From 1 October 2026The 1.5 metres stay, and on interurban roads the driver must also drop to at least 20 km/h below the road's speed limit. Where their direction has more than one lane, they must change lane completely instead of squeezing past inside yours.
Two abreast where there is no usable shoulder
Interurban roads
Until 30 September 2026Two abreast on the hard shoulder, as far right as possible; single file where visibility is poor or traffic backs up.
From 1 October 2026Two abreast stays, and where there is no usable hard shoulder a pair may take the part of the carriageway it needs. Single file still applies in poor visibility and in bad weather.
Leaving the shoulder on long descents
Interurban roads
Until 30 September 2026No equivalent rule exists today — this is a new duty.
From 1 October 2026On prolonged descents with curves, and where safety allows, cyclists may leave the hard shoulder and use the carriageway — not on autovías. This is the change that matters on Sa Calobra and across the Tramuntana.

From 1 October 2026On urban roads a motor vehicle travelling behind a cyclist in the same lane must keep at least 5 metres back. This is an urban rule: it does not create a following distance on the open road.
Two-way cycling on 30 km/h streets
Urban roads only
Until 30 September 2026No equivalent rule exists today — this is a new duty.
From 1 October 2026Municipalities may allow cycling in both directions on signed single-lane streets limited to 30 km/h or less. Each town hall decides — it is not automatic, so follow the signs on the street.

Helmet: the short answer
Wear one. On interurban roads — where almost all Mallorca riding happens — a helmet is compulsory today, and the three exemptions that still cover prolonged climbs, extreme heat and accredited medical reasons end on 30 September 2026. In town, only riders under 16 must wear one.
Common touring scenarios
- A long climb in the Tramuntana
Today a prolonged ascending ramp is one of the three cases in which a rider over 16 may legally go bare-headed on an interurban road. From 1 October 2026 that exemption is gone — climb in your helmet. Nothing exempts you from lights in the Sa Calobra tunnels.
- Riding in extreme heat
Extreme heat is also an exemption today, and it also disappears on 1 October 2026. Plan for the helmet rather than around it: start early, carry more water than you think you need and treat a refill stop as part of the route.
- A group ride on a narrow road
Two abreast, on the shoulder, as far right as the road allows; single file as soon as visibility drops or traffic stacks up behind you. Three abreast is an offence. From 1 October 2026 a pair may take the carriageway where the shoulder is unusable.
- Rolling through a town
Use the carriageway or a marked cycle lane, never the pavement. Walking pace in pedestrian areas, and dismount where the signs say so. From 1 October 2026 cyclists ride preferentially in the centre of the lane and a driver behind you must keep 5 metres back — in town only.

On interurban roads a helmet is compulsory. Three narrow exemptions — long climbs, extreme heat, accredited medical reasons — still apply until 30 September 2026 and disappear on 1 October 2026. In town, only riders under 16.
€200–200 - Bike lights and reflective gear required at night
White front light and red rear light from sunset to sunrise, in tunnels and in low visibility. On interurban roads a reflective garment visible at 150 m is required too.
€80–200 - Alcohol limit for cyclists
Maximum 0.5 g/l in blood, 0.25 mg/l in breath — the general limit, the same one that applies to drivers. Police can breathalyse you on the bike.
€500–1000 - Group riding: ride two abreast, no more
Two abreast is allowed on the hard shoulder, as far right as the road lets you; three abreast is not. Single file where visibility is poor. From 1 October 2026 a pair may use the carriageway where no usable shoulder exists.
€100–200 - E-bikes: 25 km/h, 250 W, pedal-assist only
EPACs up to 25 km/h and 250 W of continuous motor power count as bicycles. Faster or throttle-controlled e-bikes need registration, insurance, a helmet and a driving licence.
€200–500 - No phone use while riding
Holding a phone, headphones in both ears, or any device that compromises hearing or attention is fineable while cycling.
€200–200 - Hand signals required for every turn and stop
You must signal every turn, lane change and stop with the arm, well in advance. Most road incidents in Mallorca involve missed signals at junctions.
- 1.5-metre overtaking rule and motorist obligations
A driver overtaking you must leave at least 1.5 m of lateral space. From 1 October 2026 they must also drop to at least 20 km/h below the limit on interurban roads and change lane completely where their direction has more than one.
€200–500 - Cyclists in roundabouts have right of way
In Spanish roundabouts, a cyclist already inside the ring has right of way over traffic entering. Hold a confident line in the right third of the lane.

When do the new Spanish cycling rules take effect?
On 1 October 2026. Real Decreto 518/2026 was approved in the Council of Ministers on 23 June 2026, is dated 24 June 2026 and was published in the BOE on 26 June 2026, but its provisions do not apply until 1 October 2026. Until then the rules in force today are the ones that count.
